It was on South African tv, which usually had popular international programs (Moomin, Miffy, Dogtanian) dubbed in Afrikaans or left in English. I don't remember much, but I do remember some key details: Its a japanese cartoon but not anime in the mainstream sense - it is arthouse or adjacent.
